Vicky is a highly qualified Emergency Management and Project Management professional, with extensive experience in mitigation planning as a former FEMA Mitigation Planner and Hazard Mitigation Grant Program for the State of Florida and FEMA. Over the past fifteen (15) years, Mrs. Ngoie has coordinated and provided technical assistance to Local, State, Disaster Resistant Universities, and Tribal officials on the preparation, revision, or update of mitigation plans to comply with Federal requirements. She has also served as a project manager for Hazard Mitigation Grant Programs in the State of Florida, Colorado, California, New York and Louisiana.

Mrs. Ngoie also served as the FEMA point of contact for the State of Florida. She served on the Enhanced Plan review panel, the Severe Repetitive Loss (SRL) Pilot program review committee and as the Florida point of contact for the Expanded Mitigation Planning Strategy Workgroup. She also provided training to state, tribal, and local officials through the Mitigation Planning Workshop for Local Government G318.

In Public Assistance, Mrs. Ngoie has served as a Project Manager for the City of Napa, Napa County, Port Arthur Independent School District, City of Port Arthur, Texas Southern University and Missouri City. She has supported the City of Albany GA, Dougherty County GA, Ascension Parish in LA as the CAT B Emergency Protective Measures Lead.
