Mr. OConnell is an accomplished Urban Planner with over 35 years of professional experience in Community planning, Project/Program management, Environmental Permitting and Construction Oversight. Jeff’s more recent work experience took him to Texas to serve as a Program Manager working for the State of Texas General Land Office (2011- 2015/ 2017 to present) to assist in the planning and implementation of HUD CDBG-DR disaster recovery for various natural disasters. His expertise in the field of disaster recovery includes grant administration, housing and infrastructure application reviews, program monitoring and compliance, budget review, environmental compliance and construction inspections. Apart from DR work, Jeff has worked on a variety of large-scale redevelopment projects during his career, including mixed-use developments, retail shopping centers, large housing projects, and particularly the redevelopment of a Naval Air Station outside of Boston. In his spare time, Jeff enjoys skiing in the Wasatch Mountains with his son or catching a wave at South Padre Island. Avid Red Sox fan!
