Spurgeon Robinson, MBA

Spurgeon Robinson has over 20 years of executive level management and leadership experience across multiple industries. Mr. Robinson has been instrumental in leading large and small, public and private organizations to manage large complex projects, achieve significant growth and improve profitability. Mr. Robinson is the founder and CEO of MPACT Strategic Consulting.

Angelique Bartholomew

Angelique joins MPACT as the Vice President of Business Development, reporting to the MPACT CEO. Angelique leads the Business Development and Strategic Marketing activities at MPACT where she will join and work with an incredible management team and consultants to identify, evaluate and drive our strategic growth through new market initiatives. Angelique is locally and nationally recognized as a strong leader and contributor in business development with more than 20 years of experience in building client and professional relationships. Angelique holds a JD and multiple certifications in mediation and community leadership development. Ms. Bartholomew has focused her career in the areas of healthcare consulting as well as local, state and national political/governmental relations. Ms. Bartholomew will assist in the creation and implementation of the company’s strategic plan, provide exceptional leadership capacity across all of our service lines and assist in leading the phenomenal growth of one of the most dynamic firms in the nation.

Chuck Ellsworth

Chuck Ellsworth has over 8 years of disaster recovery experience and excels in project management, compliance monitoring and quality assurance. Mr. Ellsworth is an experienced leader and manager with a strong background in financial and project management. His career includes 22 years as an officer in the U.S. Navy where he received numerous commendations and recognition for outstanding service and leadership.

Gilbert Martinez

Mr. Gilbert Martinez, CFM has been involved in the disaster recovery industry for over fifteen years, with a special emphasis on NEPA environmental compliance requirements for federally-funded grants. Mr. Martinez’s career began in 2001 when Tropical Storm Allison impacted the City of Houston and surrounding areas.

Prior to joining the MPACT team of professionals, his career history included both federal (FEMA) and state (HHSC, TDHCA, and GLO) service. He has coordinated with multiple stakeholders for several projects, including local municipalities (cities/counties/COGs), regulatory agencies (state/federal), and public interest groups. He has had the opportunity of helping communities recover from natural disasters around the country that have included hurricanes, major flooding, tornados, snow/ice storms, and wildfires. Mr. Martinez is a member of the Central Texas Association of Environmental Professionals and is also a Certified Floodplain Manager.

Ellis Stanley

Ellis Stanley has 35+ years of experience in the emergency management field including multiple capacities as a Senior Executive leading their Emergency Management and Disaster Recovery. Mr. Stanley served as General Manager of the City of Los Angeles Emergency Preparedness Department, Director of the Atlanta-Fulton County Emergency Management Agency and Director of DNC planning for the City and County of Denver, CO.

Kristina Loera

Ms. Loera possesses over 9 years of experience in Housing and Disaster Recovery grant and project management. She has led and assisted multiple clients and government agencies to develop and implement program policies and procedures, subrecipient monitoring tools, Section 3 compliance and financial management and reporting. As a subject matter expert, she provides training and technical assistance to clients and fosters cooperative relationships among local, state and federal executives.
